should be canceled. The action, filed in Billings, was the second in two weeks under a crackdown ordered by Interior Secretary Seaton on leases ob tained through "dummy" applications for more than the amount of land allowed by statute. Yesterday's complaint was issued against Walter G. Davis, Casper, and 19 other persons or firms. Davis was also the principal figure in the earlier complaint.

UNDER the mineral leasing act as it stood on the books before 1954, no individual or firm could hold over 15,360 acres in federal oil and gas leases in any single state. The complaints against Davis and others named allege violation of this provision. (In 1954, the leasing act was amended to raise the limit to 46,080 acres in any single state. The complaints against Davis and the others named allege violation of the old lower limit in pre-1954 lease acquisitions.) The new complaint, like the first one, charges Davis with having other persons obtain the leases in their own names, while Davis actually held the controlling interest. THE SPOKESMAN pointed out that those in the second group may not have had knowledge of the alleged violations of the acreage limitations by Davis.

Under the department's procedures, the persons and firms named have 30 days in which to file answers'. Then the bureau of land management will hold a hearing to determine the validity of the leases under the law. If the hearing examiner recommended cancellation, his action could be appealed to the secretary of the interior and then to the federal courts. Tentative Site for Grant School Addition Offered A tentative site under study by the Minneapolis park board, school board and planning commission for a supplement to Grant school in north Minneapolis was outlined A planning commission staff report said the main school site might be the two blocks bounded by 16th and 18th Avs. and Bryant and Al-drich Avs.

Later the block between 16th and 17th and Aldrich and Lyndale Avs. might be required for a school addition, the staff said. A possible park site would be between Lyndale and Bryant and 16th and the alley between 14th and 15th. Staff members indicated they believed a parking lot owned by Ascension church within the school site probably could continue to be operated by the church. Park Board, Minikahda Club Seek Trial Delay Attorneys for Minikahda club and the Minneapolis park board will seek a delay in a trial scheduled to start this morning over the club's use of Lake Calhoun water.

Abbott Fletcher, park board attorney, said both sides "arc negotiating" and will ask for a few days to try to reach an agreement out of court. The park board has brour-ht suit to prevent the club trom pumping water from the lake for its golf course, as it has done for manvvpnrc The club claims it got the ngnt in 1907 in return for deeding a strip of shore property to the city.
